Brisbane in Queensland, Australia has a lot of bike paths for cyclists and the city contains many public cycle racks where you can rent a bike for a few bucks. As it is illegal to ride without a helmet (they are not supplied with the bikes) the scheme has had some difficulties and local criticisms. You do come across empty racks however, implying the bikes are used; this one was near Queens Street Mall late one February evening in 2011.
